The Craft of Systems Leadership: A State of the Art for Educational Reform in Latin America

Educational reforms in Latin America face a persistent paradox: increasingly sophisticated diagnoses fail to translate into equally sophisticated interventions, which continue to operate under linear logics that optimize obsolete structures rather than transform them. This article argues that such paradox rests on a conceptual confusion among three distinct levels of systemic understanding—process thinking, systems thinking, and systems leadership—and proposes an integrative state of the art of systems leadership understood as a craft of intervention relevant to the regional context. Through a narrative literature review, the paper articulates Senge's contributions on feedback loops and Meadows' on leverage points, Forrester's caution on the direction of interventions, the critical contributions of Jackson and Midgley on methodological pluralism and boundary critique, the processual proposals of Whitehead and Stacey, and the elaborations of Fuller, Fullan, and Scharmer on the trimtab, systemness, and presence. On this basis, systems leadership is characterized as the sustained exercise of systemness upon high-leverage points, identified through systems thinking, traversed by an explicit boundary critique, and sustained in a practice of presence. Deep educational transformation does not depend on refining diagnoses but on developing a craft of intervention that can be exercised by school principals, mid-level education officers, and policy designers.
